I have applied for renewal of passport, one driving without helmet case has been emerged out pertaining to year 2016.
I don't had any details regarding to it earlier. Now it is blocker for my passport clearance.
I don't have any idea on court and its process, proceedings.
What steps to do ?

First of all, you go the concerned RTO Dept and find out about case pertains to exactly what kind of crime & you were being booked under which sections in 2016? I think, they might have booked you for any other offence like Drunk Driving or for Rash and Negligent Driving. As far as Driving without Helmet is concerned, its a Non-Cognizable and Compoundable Offence for which Passport Officials won't object to renewal of passport or bring any hindrances in the process of Passport Renewal unless Police have given about you a positive report in Police Verification.
