Depends what kind of stay it was if it was stay on proceedings then district court cannot but if it was stay on possession or not on proceedings then district court can decide a proceeding pending before it

IN CASE THE PROCEEDING PENDING BEFORE THE TRIAL COURT IS STAYED BY THE HON'BLE HIGH COURT, THEN THE TRIAL COURT IS PRECLUDED FROM PROCEEDING WITH THE CASE AND / OR PRONOUNCEMENT OF JUDGEMENT/ FINAL DECREE.

If you have got the stay from the HIGH COURT,than the district court cannot go against the order of the High Court and now the district court will work as per the orders and direction given by the High Court .

No civil court (District Court) is a subordinate court to High Court, if u have got stayed from high court then for proceedings of lower court, then civil court cannot pass any order unless n until an application is been filed or court seems fit to vacant stay of proceedings.
