Do I need any NOC for building 2nd floor

Sir, i want to know that any rules for build 2nd floor .Need any noc from neighbours and if there is any rules then what are the rules?
If you have 2nd floor plan sanction for your residence from your Local municipality or Panchayat then you can easily construct the 2nd floor without taking NOC from your neighbours.There is now legislation present which mandates NOC from neighbours.
