Complaint against illegal Commercial Kitchen Causing Air Pollution.

My neighbour who runs a catering business has opened a commercial kitchen on his property just in front of my house. Our houses are closely located on a 4 feet wide bylane and this causes severe air pollution which causes great discomfort to me and my family. He also has no proper exhaust or fire prevention system in place and so if any fire hazard occurs, it would cause a serious catastrophe as even fire engines won't be able to make it inside the lanes. I have already raised objections about this to him but he has simply turned a deaf ear to my complaints. It's shocking that such a highly illegal and potentially risky business is going on under the nose of the local administration.
