Commercial vehicles being parked outside our house what to do

I live in flat. The ground floor is having shops and the road in front of our house is quite a wide road with good parking space. Since last 2 years many laborers have purchased their own commercial Tempo. They live somewhere else but park their commercial vehicles on this road outside our house. These vehicles create a lot of noise and these people also create nuisance in off working hours also. Even our flat residents face parking problems because these vehicles occupy the space. It is difficult to catch all the drivers and request them to move their vehicles for our cars and this is creating a lot of problem. Some residents have also had fights with them. Police comes, make some settlements and go. Is their any legal solution to this problem?
