College refusing TC, demanding money from scholarship student

11-Jan-2026 (In Civil Law)
I studied 1st PUC in a private PU college under 100% scholarship based on aptitude test. No bond or written condition about paying money if I leave was mentioned. After completing 1st PUC, the principal is refusing to issue my Transfer Certificate unless I pay ₹3 lakhs. This demand was never informed earlier verbally or in writing. Is this legal? What legal steps can I take to get my TC without paying?

it is illegal for an educational institution in India to withhold a student's Transfer Certificate (TC) for non-payment of fees or any other reason. The principal's demand for ₹3 lakhs is unlawful, especially since no bond or written condition was previously mentioned. Legal Steps to Take You can take several legal steps to obtain the TC without making the payment. Send a Legal Notice: Consult with an advocate to draft and send a formal legal notice to the school management. This notice should highlight the school's obligations under the Right to Education (RTE) Act and other relevant judicial precedents. File a Writ Petition: If all other efforts fail, you can file a writ petition in the High Court to direct the school to issue the TC immediately. This is often the fastest remedy for urgent cases impacting a student's education.
