These are 2 different and distict provisions.
Order 7 Rule 11 sets out the grounds on which a plaint can be rejected for any of the reasons so mentioned in the Order whereas order 8 Rule 1 presribes the limitation for filing of written statement.
Evidently both are separate provisions so you can also file written statement and also make application u/Order 7 rule 11. Neither of which is a bar to the other.
