Case regarding Recruitment from Reserve list.

Sir I was in reserve list of Banking exam conducted by IBPS and the appointing bodies were Regional Rural Banks. In reserve basically IBPS clearly mentions that Reserve list candidates have no vested right to be appointed, I accept it. But in case of seats vacant die to non joining candidates Waitlist should be operated. I filed So many RTIs in different banks and banks had clearly mentioned that the process to fill vacant seats due to non joining is from reserve list. But when the result declared on 31st Dec we all were surprised that after declaring the sufficient vacancies for reserve list in RTIs Banks had not participated to recruit candidates from reserve list even after having sufficient unfilled vacancies. what should we do should we do. Can we make respondant to Govt of India or Ministry of Finance as there are 56 RRBs guided by GOI anf FM, who were supposed to be participated it is not possible to Send notices to 56 RRBs. can we file case in SC.
