There are several way. Best way is - 'File CR case in the court'. Send notice to the accused. And there after follow the court procedure. How ever you should appoint an advocate to act on your behalf.

3. Do you have any documents, records in paper or electronic from or any witnesses in support of the fact.

A person from Banglore cheated you and now he is absconding you have option to file a criminal case against the said person either in the Police Station or before the Court for punishing him for his commission of offences, but you have not mention how and by which means he cheated you. You have also narrated that you want to make contract it means with you whether there is no any contract earlier.
