Yes, you can file a PIL before the Jurisdictional High Court, as such it your fundamental right which is being violated by denial of admission to you. You will have to approach the High court website and look for high court rules which shall lay down the way in which the PIL is being filed.

Rather then approaching the court through PIL you can knock the door of justice by way of writ. You can apply for writ jurisdiction before Hon'ble Hogh Court Judicature at Allahabad by invoking Art. 226 or Hon'ble Supreme Court Under Art. 32. PIL is for community interest or group interest if you wish to approach the court through PIL than you have to show that perticular action is adversely affecting community interest. Every person has its own merit to get admission it educational institution, so it is advised to approach the court through writ and not by PIL.

You have to go through the rules and regulations prohibiting admission of girls students and if it is found arbitrary and not based upon reasonable criteria it can be halls he'd by way of Writ petition as violating right of equality as provided under article 14 of the INDIAN CONSTITUTION.
You may also file PIL IN High Court of UP or in the Supreme Court Of India
