Can the case filed against registrar?

can i file a case against the registerer ?
Which registrar you failed to mention in your question so I can't answer properly then for actions committed by the registrar in the due course of duty we want to get prior sanction from the appropriate appointed authority with regard to him and then only court can take cognizance and normally writ petitions are also used
