Can gram panchayat act against the court order

A person Illegally obtained a khata of a land. It was contested in court and deemed illegal and he gave up his claim to the land stating he had no objection to revert the claim to the original owner. however the kahta is still in his name. Now the local gram panchayat is refusing to register the land to the rightful owner. They say that since the khata (illegal) is in his name, he still has a right to that land. They will call both the parties and conduct a hearing and then decide. Does the gram panchayat or its higher body have a right to act against a court order??

No, Gram Panchayat cannot be above civil courts. There are two options available to you:
1. You can file a contempt before the court which has passed the original order.
2. You can take up the matter before AC - revenue court and file an application along with court orders to make changes.

Legally speaking once a Court of Law has interfered and decided a point of law or fact then only a higher court can review it on appeal. No other authority or person can interfere else they shall be liable for contempt of court.
