Can a Central Government Employee join Rashtriya Swayansevak Sangh? Is it not violation of Conduct rules of Central Government Employees?

According to rule 5(1) of Central Civil Services Rules, a central government employee cannot be a member of a political party. Now, although RSS is not a political party but this provision does attract for organisations like RSS and Jamaat e Islami also according to a circular released by Ministry of Home Affairs in 1966. This was done to maintain political neutrality of government employees. In 2016, an RTI was filed to find out whether this rule still applies and the Ministry of Home Affairs replied that it does apply even now because the rule has not been revoked yet. Hence, a government employee cannot become a member of RSS at present as per law.

As per your query The constitution has given right to their citizen to express his views and to join any party or organization unless and until the same is banned by the Government. In your case you can join Rashtriya Swayansevak Sangh even though you are Government employee. Regards
