Builder not allowing bachelors to stay in a society what can we do

I have rented my flat in Ghaziabad to bachelor's for the last 1.5 years and have given in writing to builder that if they cause any nuisance, I take responsibility. Now without any complaints, builder has sent an order for all bachelors to vacate the flats and threatened to lodge FIR if not done so. If builder can lodge FIR without any incident and if such orders are legal from buildet in general.
Builder can not get vacated the flat until he gives prior notice of 15-30 days having a particular and legal reason, before filing a FIR there must be a particular and legal reason, In another sense of way even bachelors can complaint to the builder about the happening and to threaten the them.
