Amending By Laws and Disolution of Management commiittee

We are the registered member of the apartments at Jaipur, Rajasthan, where in there are around 800 flats,society is registered with Registrar of the society, Rajasthan. Our Question and query is as follows:- a) We want to amend the By laws of the society but builder is not ready for the same not even the management committee. Please provide us the guidance regarding the same? How Can we amend the By laws? b) If special AGM needs to be called, then who are authorized to call the Special AGM, in non cooperation of the committee and builder. By laws accepted till date are absent on this issue.
yes, you can make change in body of society that is to say management body but for that majority of members must be in favor and all should sign and give an application in this regard to Registrar, cooperative societies at the same time copy to Housing and urban development secretary . Nobody can press you /pressurize you . For further assistance you can talk to a lawyer of your area /town or nay advocate who will guide you further.
