Want to adopt neighbour's child can we do it legally

One of our neighbor's daughter was coming to our home since she was 1 month old, when she became 1 yr old around, she started living at our house only. She became a part of our family & was never going to neighbor's house. We were having good relations with the neighbors so they also didn't say anything. Now she became 11 yrs old & the relations with neighbors are not good now. So they wanted to take her back & also not allowing her to come to our house. While she doesn't want to go to their house. We also don't want to leave her as we treated her as our family member. Any legal advice please

You cannot adopt her without the consent of her parents.
They are natuaral guardians of this daughter. When natural guardians are alive and child is in their custody, you can't get her adopted without their consent.

The child is a minor and therefore her parents have the right to make decisions for her, including taking her back to their house. With the consent of the parents withheld, you cannot adopt the child.
