Tenant gave cheque which bounced how to recover

MY RENTED OWNER NOT GIVE RENT AND GIVE CHEQUE WHICH GOT BOUNCE , WHAT TO DO, I AM A GOV EMPLOYEE
If any agreement executed between the house owner and the tenant, on account of the house being given on rent, would be helpful. In case the tenant depositing any previous monthly rent(s) in house owner account, that would also support the case . Any other document indicating the tenant staying on rent would also be helpful . If an undated blank cheque given do not fill the particulars right now. Legal actions can be initiated against the tenant under NI Act.
