Multiple cheque bounce against brother and he is absconding

My brother has given checks to many people and taken money from them..some has a blank check without date.some check are returned from the bank and some check are bounced...but no one has registered a case against him yet because the amount is so small.and he is missing..how can I save him..I don't have that much money to pay them all back.the taken amount is minimum but there interests are very high.please help me
