Has Amendment in Negotiable Act 2018 Came into Effect ?

Sir , l wanted to know whether amendment made in negotiable instrument act 2018 of allowing 20% interim relief ,which was passed by rajya Sabha& loksabha in July - 18 has come to effect or not ? and if not then when would it come to effect ?
My Response to your query:
S.O. 3995(E).––In exercise of the powers conferred by sub-section (2) of section 1 of The Negotiable Instruments (Amendment) Act, 2018 (20 of 2018), the Central Government hereby appoints the 1st day of September, 2018, as the date on which the provisions of the said Act shall come into force.
