Difference b/w Restoration & Re-open of a dismissed cheque bounce case

When at one point of time the complainant is absent from court hearing under Sec 138 of N I Act case, P O had dropped the complaint. On an application for restoration of case, it was re-opened by the Judge. What are the consequences? Do we have to restart the entire case from scratch?
If the case has been restored then you will not have to start from scratch. The stage where the complaint was droped from that stage the proceeding shall continue.
