Clarification on new law on cheque bounce

What will be new law come into force and when? I hv postdated chq for Mar 25 2017, will recorded audio calls and Watsapp Msg's can be used as proof as DEBT from him along with icici bank statements? ICICI statements doesnt show Payee name is that a problem?
No Gazette has come into force for that purpose. However, there will be some changes.
If mobile and video recording is supported by expert's report it is admissible in evidence. You have to prove that the audio or video is a best evidence to reach the conclusion of the case and it will help the court for natural justice and this is supported by expert . The court may ordered to send it for FSL
