Case transferred and delayed. Can I ask judge the reason for it?

some one need to pay money to me i have booked cheque book case i have cheque and i dont have any other proof can i win. and court was delaying the case and it is mooving to one district to unother district as per high court judgment can we ask to judge why the delaying what the reason for delaying the cause. it is already took around 2 years. pls tell me we (Indians ) have rights to ask to Judge why delaying. (Not one this cause for all case).
The problem of delays is not a new one ? it is as old as the law itself. The problem has assumed such a gigantic Proportion that unless it is solved speedily and effectively, it will in the near future crush completely the whole edifice of our judicial system.
