Your question is vague ,clear your question.
Is here bank complaint from this bank you obtained loan ? or bank is that where is your account ?
Now according to me,
Bank dishounder cheque under section 138 N.I Act and for this process bank has no need to issue notice.

If your loan account is regular and no debt is due against you, you are not laible to pay the amount of security cheque. Rather bank is deficient in services and you can file a case against them in consumer court.

Yes, the banks are not bound to issue a notice to the drawee before returning his cheque being unpaid and there is no difference between a normal cheque or security cheque,every signed cheque falls under the category of a Negotiable Instrument and a complaint under section 138 of the Negotiable Instrument Act may be filed on such security cheque or even a blank signed cheque.
