Dog breeder Cheating me by saying top quality and giving deaf puppy.

Bought a puppy from rajapalayam and he delivered it to Chennai. He charged me 16000 and has sent me a deaf puppy. Deafness is common in this breed when in breeding takes place, but he assured me they it is top quality. The puppy was very sick I spent so much on vet visits. Can I get a refund ? Without returning puppy. People adopt deaf pups not buy. I am willing to compensate for delivery alone.
