What to do when there is a delay in departmental promotion

1. The present case is with respect to delay in conduct and finalisation of Departmental Promotion for the financial year 2017-18 and 2018-19 for the grade of JAG (F) with respect to Indian Naval Armament service in Ministry of Defence. The details of the case is as under: (a) Myself joined Indian Naval Armament Service (INAS) on 29 Jul 2003 as JTS through Combined Engineering Services Examination, 2001. Subsequently, I was promoted to Senior Time Scale w.e.f 05 May 2008(for vacancy year 2008-09) and to Junior Administrative Grade (Non Functional) w.e.f 05 May 2013(for vacancy year 2013-14). (b) As per existing recruitment rules for INAS cadre, the undersigned is eligible for promotion to Junior Administrative Grade (Functional) after completion of nine years of regular service in the Grade including service, if any, rendered in the JAG(Non- Functional). However, not only the DPC for the vacancy year 2017-18 is delayed but also for 2018-19, even though vacancy exists.
