Remdy for Non Hearing of Pay Grade case in CAT since 04 yrs

We a group of Assistants, Section Officers have filed a case in Central Administrative Tribunal CAT since 04 yrs before for pay grade parity of our cader in all the offices of armed forces but case hearing is being conducted regularly this has caused delays and case is pending. Can I file a separate case
If you are one of the petitioners/applicants in the batch case before the central administrative tribunal then you cannot file a separate case for the same relief based on the same facts. I need more details for further guidance.
