Provision of Annual and Casual Leave in Armed Forces

I am serving in Indian Navy. There is a provision of 60 days AL (Annual leave) and 30 days(CL)Casual leave in a year for sailors same like as Indian Army and Indian Airforce. But in many units Commanding officers of their respective unit make their own leave rule and they never send their sailors more than 60 days leave in a year including AL and CL without any service exigencies. It is requested that provide a legal advice to me to challenge the same. May I file PIL in High court or I have to file the petition in AFT through proper channel?

there is a statute on this subject matter governed under the navy law and it is very clear that the above said leaves are available to you as and when applied except in emergency situation. so what we can do is if there are various other navy personnel's with you who have same issue then High court is an option otherwise AFT will serve the purpose.
