Promotion not given due to "Good" in confidential report

promotion not given to me due to "Good" in confidential report one year only in railway. i have got 'outstanding' in year 2010-11, very good' in 2011-2012 and 2012-13. 'good' in 2013-2014 'very good' in 2014-2015. in all last five years fitness for promotion is FIT. rule came for new benchmark of promotion in December 2015 i.e. minimum grade for last five year Annual confidential report "very good" why should i not promoted when in all last five years fitness for promotion is FIT ?

The rules have been revised from 2015 and are therefore applicable to you when you were considered for promotion. The Fitness for promotion based upon previous policy will not help as the same ceased to operate when you were considered.
If you want you may file a representation to Railways challenging the policy as it affects your career. If it is rejected, take legal recourse.
