Procedure to claim for lower medical category on medical grounds

I am serving in Indian Navy since Jan 2008. I placed in lower medical category S2A2(P) Pmt in 2013 for Primary Hypothyroidism(Non curable disease). That time I was posted onboard Indian Naval ship and till now serving onboard.I am facing lot of problem related to my disease while serving on ship. I am also from mechanical trade of Indian Navy in which strong physical stamina is required to do heavy work. There are also long working hours in mechanical branch. It is difficult to me to survive onboard ship because of my disease. Now my Hypothyroidism has been converted in Hashimoto's Thyrodities( The condition of damage of Thyroud Gland). Can I claim further to put me in lower my medical category up to S3A2 so that I can transfer to Naval base from Ship?
Dear Mr Soldier,
First of all, you must convey the issue to the concerned Medical officer (Specialist) at once and you must request him to make an endorsement with a recommendation for posting to Base, There after you may put up a personnel application along with relevant medical documents for posting to Base on medical grounds to administrative authorities through proper channel. If your such an attempt through medical authorities does not works out and if you are not able to succeed,you may revert back to me so that we should take up the issue legally with Navy HQs, as per the provisions of law
