Procedure to challenge arbitrary training cost in court.

I am a serving Assistant Commandant at CRPF joined in 2015. I am currently Over Staying my leave. I am looking to resign from CRPF but the training cost is 10.5 Lacs for one year of training. CRPF already has a bad record for retaining officers because of extremely poor living conditions both in field and in peace postings and to deal with it instead of improving service conditions, it has arbitrarily increased the training cost so that no one is able to leave and work as a bonded labour. The training cost of CISF, BSF and ITBP is merely 2-3 lakhs and even for the Army it is around 6 Lacs that too for 1.5 years of training. I want to challenge the arbitrary training cost in the court. Please advice. Also, what will be the repercussions if I simply do not report back and start working in a private sector? Can I appear for UPSC while OSL? Can I apply for passport while OSL and go abroad?

Dear Concerned,
there is no issue to challenge this matter in CAT but in next ques not reporting back and start working in Private sector is not legal so file a case and wait for the the judgement .
Thirdly can appear in UPSC on OSL is no issue but after selection may become bone of contention.
Lastly Being a Govt Servant on OSL also applying for passport is need certificate from Department rest all may lead concealment of facts, so better not to do because it allow the permanent rejection of VISA for abroad.

Hi, you are suggested not to overstay your leave for any reason whatsoever and report to your unit and the apply for the proper discharge from service. However, the service cost may be, it may be challenged in High court and you are suggested to approach High Court. Don't apply for any exam while overstaying the leave.
