How to proceed with studies while serving in IAF?
21-Dec-2023 (In Armed Forces Tribunal Law)
Respected sir/madam, an airman serving in Indian Air Force at a rank of Corporal. I have done MA( Mathematics) from VMOU, Kota and cleared CSIR-NET-JRF with AIR 128 in December 2017. I want to do Ph.D in mathematics from some good research institute in number theory. I want to become a mathematician and want to choose teaching and research as my permanent career. But now a days there is no policy in IAF which can support me to fulfill my dream as there is no discharge for higher/research studies for an airman. I have completed 11 years of service and now a recently a skill level 'A' criteria put me in trouble. I am feeling like I am in absolute dark. Help me to proceed ahead.
Hi AirWarrior,
It is good to know that you are MA (Maths) and wish to proceed with Ph D. The new policy is against all airmen who want to go for higher studies while performing their duties. The atmosphere of airmen billets was excellent for past few years for improving the education and intellectual standard of airmen, AF is also benefitted with this trend from the higher intellectual level of all airmen. The other benefit was that the disciplinary problems had decreased drastically because most of the airmen were devoting their free time to studies rather than going to Bar and indulging in unnecessary activities.
It is presumed that AF is not able to tackle the higher education level of the Airmen. However, it is unfortunate that AF has floated the new policy of discouraging the higher study of their own air warrior. The new policy of imposing condition of Skill A level is not fair and it is arbitrary, however, you still need to apply for permission to undertake higher studies. In my opinion, you should apply for permission for higher studies in case you are given permission it will be good but in case you are not given permission, you may take legal recourse. All the best

I appreciate that being in IAF you have been able to clear all these exams with such brilliant grades.
As per the recent service rules of IAF, the education leave is only available to officers and not to other ranks non commissioned officers/NCO's.
In recent judgment , the Delhi high court has held that the provision of providing education leave only to officers and not to other rank is a blatant violation of Article 14 of Indian Constitution and told IAF to reconsider their policy on education leave to NCO'S.
After this judgment, the skill level 'A' criteria was introduced by IAF, which has not been challenged by anyone till now. The policy of allowing education leave to only to NCO's who have secured A grade is again wrong and is in violation of constitutional provisions.
I will advise you to file case at Armed Forces Tribunal (AFT) for relief.

Hi, in my opinion the said policy by Air Force is one of the step to stop airmen from pursuing their career/dream. Many like you are affected and in the present circumstances, you are suggested to challenge the said policy in the High Court and file a writ.
