Departmental action initiated in two different ways on same complaint

A departmental enquiry was conducted on a complaint which also involved a cbi preliminary enquiry . The findings of the enquiry could not prove any charges however the same cbi preliminary enquiry which also formed basis of the internal staff court of enquiry has now been sent through another channel of department which without any enquiry has recommended disciplinary action. How can I legally seek help?

First of all try to acquire the copies of both the enquiry reports from the officers or office concerned, and then thereafter proceed further with all the papers challenging the punishment order before the concerned court.
