Deduction in salary even after completion of punishment period

I'm the retired officer of CISF, in my job i was suspended and they punished me a fine of 3000Rs from my for 5 years salary. Now 15 Years has passed after my punishment but my salary is now also cutting. Please help me to stop this and recover my whole amount which was cutted illegally.
Did you everb represent against illegal deduction from salary, if so , what was the result. Did you get any reply from CISF. Your case needs to be looked in details to ascertain the details. Nevertheless, the illegal detention of pay is by itself an illegality. This needs to be challanged in Court by filing a writ petition under Article 226 of Constitution of India.
