can I challenge a policy of IAF which was made after my recruitment and signed after my completion of basic training.how can I defeat that policy

Well the Constitution mandates that no subordinate legislation can be made applicable with retrospective effect.
You shall be governed by the policy which was applicable at the time of your induction for training. The policy in vogue at the time of enrolment should be made applicable to you and not a policy created after your enrolment. Did you sign the enrolment yet.
Under Armed Forces Tribunal Act there is no provision for PIL. If you think you have a strong case, discuss with all relevant records. If we find there is violation of any rules in vogue, the AFT will be approached for redressal.
But remember, you have to be enrolled before you approach AFT and you should exhaust remedy available in service.

Yes u can challenge the policy which is deterimental to ur right as at the time of recruitment u are not bound by such terms and such terms cannot be imposed from one side condition of contract act applies
