How to transfer property if giving POA is not possible

my mother have 2 sister and 2 brother. They all have rights over 10 cent land. In that 5 cent was planned to give for my mother and 3 members accepted it and signed but 1 is settled in abroad (Australia) since 20 years. She is willing to give the property to my mother but she is not able to go to embassy and give the power of attorney for doing registration, Is there any other possible way.

Its too "strange" that an NRI unable to go to Indian Embassy !!! (if I am correct, NRIs are the frequent visitors of Indian Embassies to fulfil their own 'official' needs). Can you please explain me why "She" is 'unable' to visit Embassy ? Please explain that circumstances,then only I will be able to furnish an appropriate guidance/advice in this case.
