Driving liscence authority not renew learning liscence without car

I am holding learning licence and it's expire on 21 aug. 2017. I am physical challenge. When I vent to rot office they say you buy first car and give us car no. How can I resolve this issue?

for driving purpose it is not essential the vehicle should be owned by you.may be possible for your employer you will drive that vehicle , even in RTO rules and regulation it is not mentioned any where now you do one idea under right to information act simply sticking ten rupees adhesive court stamp ask the regional transport officer about the same fact ,I have sure your problem definitely resolved.
