Q: wife and her parents broken bone MLC

my wife and her relative in year 2017 came to my house with 30 relatives and they have beaten me and my brother. That day police also came by PCR they told to police we will discuss the matter by communication as soon as police went they started beating.then we went for MLC and reported all the injuries and got MLC number, but govt hospital forgot to send the case to police department due to this no police inquiry happed after 5 days when we went to police station to register an FIR . police refused to note down FIR because injuries were done by wife and relatives. I have audio recoding of that day in which they are shouting , today we will bury you under the ground , we will kill them and also abusing , they are also saying in audio recoding we will break this mobile to remove recording. now wife relative again creating issue, can i file case of 2017 by court to register FIR and start investigation. how much will minimum will you charge for this ?
