Questions Answered by Advocate Naveen Sarswat
Q: witholding transcripts and degree certificate
I had completed my coursework B.Sc. in 2024, but i had 1 backlog and also fees due of 73,000. Before i could clear it my mother was ill, so took a drop and i have cleared my backlog in Aug 2026. I emailed the registrar about my difficulty to clear my due and I was allowed to make payments in EMI within 2 years. Initially registrar said they would give all docs but later when i went office i was given only gradesheets. They withheld transcript and degree certificate. What to do now?
Advocate Naveen Sarswat answered
you can send them a legal notice stating the assurance provided by the registrar and denial of transcript and degree. After 30 days of the notice if no reply will be provided, you can move to the High Court of the respective jurisdiction in which your college falls. for more details regarding your issue you can contact me on navsa22[at]gmail[dot]com
Q: Process of Applications in court
wht is the process of application and reply filling We have to give direct to judge on date of hearing or all applications need to file before court hearing date and to give pp and opposite party advocate in civil caseAnd In routine does advocates send by registered post or give personally to opposite party advocate 3.in case of evidences in civil and criminal cases like any cd pendrive these also to be send to opposite party advocate while filling in court
Advocate Naveen Sarswat answered
in Delhi, everything needs to be filled before the court's hearing date, with a proof of service to the other party but you can also supply the same in front of the court on the day of hearing.for electronic evidence, the scenario is a bit different, if the other party requires it then they can move an application for the same, in case they need it
Q: DELHI HC copies of quashed FIR case when non-party applies for copies
Some had mentioned that this answer depends on which court - to be clear, its Delhi High Court. Question is Can non-parties get records of the FIR quashing pleading and petition, if non-party applies under RTI or other inspection/copies route like going to court? Order is available on court website but not the petition. It's matrimonial FIR under Section 498A. I read that anyone can just go the inspection room & easily get the copies, whether certified and/or true copies. Why is that the case?
Advocate Naveen Sarswat answered
No one can simply go and get the certified copy/ true copies of my the case. Advocates who were representing the parties can file for the same. other than that, an advocate needs to file his/her vakalatanama in that perticular case to get the certified along with a reasonable excuse to get the copies. If you need further assistance feel free to contact me after 5pm.

My tree fell in monsoon time and fell on neighbor's car when he inside the car. He demand new car. I offer to fix damage. He filed baseless private criminal complaint. Can I file civil petition in high court against bank or I approach metropolitan court?
Advocate Naveen Sarswat answered
you can approach the metropolitan court and High court both but firstly you need to ascertain the cause for freezing of your account from the bank in writing. after that you can approach the appropriate forum for the resolution. freezing of bank account without a reason is illegal and you can file a consumer complaint also. for further assistance kindly contact your bank and get a written communication regarding the hold of your account.
