Yes. You can use those as evidence being an electronic evidence under the bharatiya sakshya adhiniyam 2023. However order 37 cpc cannot be invoked and only a money recovery suit under section 27 cpc can be filed apart from a criminal case for cheating and fraud

Yes. You can file quash from outside India. In a quash petition only Vakalat is required from client, which can be mailed through post after due notary from foreign local attorney. However all the certified copies of the documents are required. So be advised to take all certified copies of documents through a GPA holder or any other family member.

Yes. However, the maintainability of the case depends on the complaint details. You can also get the complaint given through email and subsequently file private complaint. The complaint should be addressed to the station house officer through email and the same must be forwarded to the Asst. Commissioner of Police, Deputy Commissioner of Police and Commissioner of Police.
