Result changed after being displyed over the net. Where to complaint?

I am a student of UPTU B.tech 3rd year. I gave exams last year and my result was displayed on the website for 1 month. Then it started showing detained. When the result came out i was promoted to 4th year. Thereafter pushed down back to 3rd year. What can i do? I ask college they ask me to go to university. University asks me to ask the college. Where should i complaint about it?
We suggest that you send a legal notice to the university through a lawyer and if despite of the legal notice they fail to promote you then you can file a writ petition in the High Court.
