Can I file RTI to know the process of selection in fellowship programe

I got rejected in DST inspire fellowship program whereas I'm eligible in all criteria. They rejected me with reason that my research proposal is not good to offer fellowship. I just wanted to know why they have rejected me and want to know the selection procedure, how they give marking.Please help.
You can file an RTI application to know the procedure followed in selection of fellowship in the concerned department of DST.
