What to do in case of work stopped by builder

I have allotment letter of builder, bought a flat in naigaon year & half back, but builder giving excuses for stopped work. Now what is the legal action I can take.
Firstly you send him notice through advocate for deficiency in services and then you have criminal, civil and consumer protection option against the builder. Recently Maharashtra government and Mumbai police have published and passed one remedy for flat buyers.
