What is the pre submission stage in the highcourt

In one of property dispute deputy director of lan ad record given decision in my favour and against this decision opponent party gone to Bombay high court and filed civil writ prititon against deputy director on 15/10/2016  and court registrar taken it as presubmission stage , but when checking online its showing in presubmission stage only So my question is how many period is allowed for presubmission stage to regular stage or after which period case may be dismissed in presubmission stage

Pre- submission stage here means that the Petitioner/ Appellant has to submit their case before the court to convince that there is a case and the court should allow the matter to be registered before the court as a regular matter. In case the court is not convinced then the court shall dismiss the matter at pre-submission stage itself

Pre-submission stage means the stage before finally submitted to the court of law. As soon as the registrar very the record submitted by you is correct and valid from the law point of view then it will admitted.
