Remedy if property firm not ready to get property registered

I have purchased Agricultural Plot measuring 3500 sq.ft.It is out of the limits of PCMC . The Property Firm from whom I purchased the plot has not registered it in my name on the pretext that land is below 11000sqft and cannot be registered. They are saying that we will do PoA. What options are available to me now?

There is no such rule for registering agricultural land , if they are not willing to register you property then you first of all give a paper notice inviting claims on your part of land and declaring yourself as owner of said piece of land
secondly you may take possession of the land and construct a boundary wall
