Payment of maintenance and water charges when the flat was in dispute

My flat was lying vacant for close to 2 years due to a tenant created problem that the Regional Divisional Officer later resolved. The apartment society now asks me to pay not only the maintenance charges for the entire duration but also asks me to pay additional water charges that they had been charging all residents for all this while. While I know that I am required to pay the maintenance but am I also required to pay the water charges even when not a single drop of water has been used because the flat has been locked due to the issue.

No you are not required to pay the water charges as your flat was closed and not a single drop was used by either you or your tenant. You can simply deny to pay the same as the society can not enforce you to pay the same.
