Owners creating permanent structure in parking area is it legal

In delhi a building having 1) stilt floor 2) upper ground floor 3) first floor 4) second floor 5) third floor, Now i got the right of parking of only one car in common parking space provided in the stilt floor. Other owner claims back side portion of stilt floor his own and created a temporary wall using curtain. & he has appointed a person & his family to live in that area, he also made washroom in that area. In my sale it is only mention "right of parking of only one car in common parking space provided in the stilt floor" there is no map for stilt floor.

He is not having right to cover the open space parking area which has been approved by the competent authorities because as per your information no map has been approved for these specific purpose so you can file a complaint before the municipal corporation/DDA or the competent authority for initiating appropriate action and restore the area as per original one
