Owner promised me 25 years ago to give land at govt rate not denying

I fertilize a land about 25 years not my land , today i decide i buy this land the original owner ,the owner promise me previous 25 yrs they give that land me govt rate, today that owner not give me that land,originally that land my grand pa they cheated my grand pa
The limitation period to execute a sale agreement in 3 years. Promise made by the owner to sell the land at a particular rate cannot be executed after 25 yers.
