Open space layout being sold is it legal

Agr land was done na and layout was sanctioned. There was open space to this layout. We now find that Revised layout of this open space was done and plots are being sold.Is this legal? Because authorities unofficially say that nobody has any right to do Revised layout of open space
Yes it is correct. Only town planning authority has right to make lay out for particular area. According to fragmentation of land act no person can sold or purchase the land area <11 or R/guntha. Regards
