Need information on part completion certificate

Can I purchase a property which is having only part completion certificate and can you explain what is part completion certificate..
Part completion is where some flats,buildings in the project have completion certificate, while full completion is where entire project has OC.
But for flat, there is only completion certificate (nothing in part as such), also called as occupancy certificate. Buy a flat which has CC/OC in place.
Also note that unless the flat has OC, you can't get income tax benefits either since legally, it remains under-constro, incomplete building.
