Is it safe to buy land outside lal dora

In village jhampur nearby chandigarh border my friend bought a house and loan approved andhara bank. Around 150-200 plot already sold and intkal also done. Some famly start living there. Contruction is full way in this location. Land documents is ok but bank ready to give loan on house building not for plot. Land is outside of lal dora. Jamidar create own map and cut plots serialwise. Only electricity avaiable, for water sermercibal tuwell for each plot. He agree that he not regestered this colony. But he ready to make road, wastage water line but not sewrage.
it depends rest go and check first the details from the senior authority because only after that you will be able to get the details rest issue will be only if as per authority it is not legalise so go and check
